The two reasons it fails
First, the phone is the alarm, so the first act of the day requires picking it up. From there the decision is already lost.
Second, the rule is made in the evening and enforced by somebody half asleep. That person is not going to win a negotiation with themselves.
Fix the alarm first
A cheap clock is the single highest leverage purchase in this entire subject. It removes the requirement to touch the phone at all.
If that is not possible, put the phone somewhere that requires standing up. The distance does not matter. Being upright before the first look does.
Decide the night before what the morning is for
Not a routine, one thing. Coffee and the window. A shower before anything else. Ten minutes of the book on the side.
The point is that the first slot has an occupant. An empty first slot gets filled by the phone whatever you have blocked, because you have to do something.

- It has to be available without the phone. Not a podcast, not a workout app.
- Decided the night before, by somebody with judgement.
Block the hours rather than the minutes
A daily allowance does not help here at all: you have used none of it at seven in the morning, so nothing is blocked.
What matches the problem is a window. Six to eight, every day, whatever your usage. Same shape as the evening problem, opposite end of the day.
Expect the first week to be strange
The first mornings feel long and slightly empty. That is the sensation of an hour you had been filling, unfilled, and it passes in under a fortnight.
People stop here more often than anywhere else, because the emptiness reads as evidence the plan is not working. It is evidence that it is.

What if I need my phone for the news or the weather?
You need it for neither at seven in the morning. If you genuinely do, leave those apps out of the block. A rule with a hole you chose is fine; a rule you turn off entirely is not.
Does it have to be the whole morning?
No, and it should not be at first. Half an hour that holds is better than two hours abandoned on day three.
